#1 Agreement Between Contracting Parties
Having examined the present situation in regard to the application of Part 11 of the International Opium Convention concluded at The Hague on the 23rd January, 1918, in their respective Territories;
Noting with concern the increase in the smuggling of opium in the Far East since the ratification by them of the Convention is hampering greatly the satisfactory accomplishment of the crucial and effective suppression of the manufacture of, internal trade in, and use of, prepared opium as provided for in the Convention and is even rendering less effective some of the measures already taken; for that end:
Being fully determined to bring about that accomplishment in accordance with the obligations undertaken by them;
And being desirous of taking all possible measures to achieve that object at the earliest possible date:
Have agreed as follows:
